The ring, lines, and letters shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the ship to the satisfaction of the Administration. The marks shall be made for this purpose. PSCO observed the deckline on the port side and the plimsol mark on the starboard side to lack contrasting colors.

For tankers of 20,000 tonnes deadweight and upwards, a fixed deck foam fire-extinguishing system shall be provided complying with the provisions of the Fire Safety Systems Code. The distance from the monitor to the farthest extremity of the protected area forward of that monitor shall not be more than 75% of the monitor throw in still air conditions. PSCO observed the fourth monitor from the bow was inoperable.

1410 / 74SOLAS(04) II-I/26.4 / 60ac Means shall be provided to ensure that the machinery can be brought into operation from the dead ship condition without external aid. Vessel experienced a loss of propulsion, and was unable to regain, while attempting to get underway to depart the port.

Resolved 19 October 2017
Resolution: Recieved Class report attesting to the proper repair and operation of the ships main propulsion. Report stated that the local engine control unit (ECU) was not receiving power due to a tripped fuse caused by a power cable being chaffed and grounded.
