The oil record book part one shall be completed on each occasion on a tank to tank basis if appropriate, whenever any of the following machinery space operation takes place in the ship ... collection and disposal of oil residues (SLUDGE). PSCO discovered 03 25 Liter drums full of sludge in the steering room space. Crew claims it was transfered from the purifier space with no corresponding entry in the Oil Record Book. Additionally the PSCO discovered discrepancies between tank sounding logs and required weekly sludge in oil record book which crew attributes to unrecorded transfers between tanks. MARPOL Annex I/17.2.3

This part prescribes regulations governing the design and construction of marine sanitation devices under section 312 of the Federal Water Pollution Control Act (33 USC 1322), to eliminate the discharge of untreated sewage from vessels into the waters of the United States, including territorial seas. Vessel's Marine Sanitation Device is inoperable and has been for over a year. Vessel has a flexible hose transfer arrangement from the on deck sewage discharge flange into a flexible hose that is secured along side accommodation superstructure that hose assembly empties in the Aft Peak Tank Vent (vessel removed tank vent/ flame screen). Aft Peak Tank is being utilized as a Type III holding tank for sewage not designed to contain H2S. 33 CFR 159.1
