PSCO observed Port side line attaching smoke signal to lifebuoy tied up in such a way that it would not quickly release. SOLAS (20) III/7.1.3

The fixed fire detection and fire alarm systems shall be periodically tested by means of equipment to which the detector is designed to respond. PSCO observed flame detector testing device inopperable and being tested not IAW their procedures. 74 SOLAS (20) II-3/7.3.2

Resolution: Testing device was purchased. Simulation test was carried out and found satisfactorily by CLASS.
