The cond of the equipment shall be maint to conform with the convention to ensure that the ship will remain fit to proceed to sea w/o presenting harm to the env. The OWS was operated with the sample line to the OCM closed. Once the sample line opened, the oil content rose above 15PPM then to 0PPM. The 3 way valve did not change positions from recirculation. The OWS could not be properly operated.
