The arrangement onboard the ship for the extraction of samples from the 15 ppm bilge alarm should give a truly representative sampleof the effluent with adequate pressure and flow. PSCO observed a valve in the sample. An operational test was conducted and the OWS continued to function whether the valve was open or closed. Closure of tis valve did not alarm and oil content meter was unable to receive a truly representative sample of the effluent. MARPOL 73/78/ Annex I/14.7/MEPC.107(49)6.2.2 - 17ac
