SUFFICIENT POWER FOR GOING ASTERN SHALL BE PROVIDED TO SECURE PROPER CONTROL OF THE SHIP IN ALL NORMAL CONDITIONS. PSCO WAS NOTIFIED THAT WHILE TRANSITING INBOUND THE PILOT WAS ASKED BY THE CAPTAIN TO TEST PROPULSION. THE PILOT AGREED AND REQUESTED 02 TUGS TO A WIDER NAVIGATION AREA TOWARDS POINT BLUNT BEFORE CONDUCTING THE TEST. ONCE TEST WAS CONDUCTED, THE VESSEL EXPERIENCED AN ASTERN PROPULSION FAILURE. THE PILOT AND THE 02 TUGS DIVERETED THE VESSEL TO ANCHORAGE 7. PILOT CONDUCTED PROPULSION TEST AGAIN AND ASTERN PROPULSION WAS OPERATIONAL, BUT REPORTED UNDERPOWERED. VESSEL IS REQUIRED TO PROVIDE CLASS REPORT ATTESTING TO FULL FUNCTIONALITY OF ENGINE PRIOR TO MOVEMENT.
