PSCO observed a cracked 10 foot section of bunker line on deck.

The protection of the cargo tanks shall be achieved by a fixed inert gas system in accordance with the requirements of the Fire Safety Systems Code. At least two inert gas blowers shall be fitted & capable of delivering to the cargo tanks at least the volume of gas required paragraph 2.2.1.2. While testing the IG system, PSCO observed the #1 blower repeatedly shutting down due to an unknown reason. vessel is permitted to discharge remaining cargo not to exceed 3000m3/hr in accordance with 125% of the rated capacity of the #2 blower. Vessel is required to have a fully functional IG system prior to departure from the USCG Sector Corpus Christi COTP zone. 74SOLAS(20) II-2/4.5.5.1.1 FSS Code 15.2.3.1.4.1

Where cables which are installed in hazardous areas introduce the risk of fire or explosion in the event of an electrical fault in such areas, special precautions against such risks shall be taken to the satisfaction of the Administration. In cargo pump room, PSCO observed 07 explosion proof fixtures that had exposed wiring and lacked gas-tight integrity, with 01 casing that was cracked. 74 SOLAS (04) II-1/45.5.4
