Performance of crew members assigned fire fighting duties shall be periodically evaluated by conducting on board training and drills to identify areas in need of improvement to ensure competency in fire fighting skills is maintained and to ensure the operation readiness of the fire fighting organization. PSCO observed fire drill. Fire fighter #1 had 0 comms and life line belt was loose and inefective. All life saving appliances and arrangments shall comply with the applicable requirements of the code. The engine starting systems and starting aids shall start the engine at an ambient temperature of -15 degrees celcius within 2 minutes of commencing the start procedure. PSCO observed the crew was ubable to start the rescue boat for approximately 10 minutes until the 4th engineer took the spark plugs out and used starting fluid. 74 SOLAS (20) III/34 LSA CODE 4.4.6.2 60ac

Resolution: Class witnessed ship’s rescue boat engine was started within the required time without any problems being encountered.
Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition it shall be provided with alarm arrangements to indicated when this level can not be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 ppm.
