All life-saving appliances and arrangements shall comply with the applicable requirements of the code. Except in the vicinity of the rudder and propeller, suitable handholds shall be becketed around the outside of the lifeboat above the waterline and within reach of a person in the water. Lifeboat 01, starboard side, was missing suitable handholds.
