Chief Engineer exhibted an overall lack of familiarity with the SMS prodcedures. previus month's Maintenance plan not competed. Emergency generator, main engine, steam system, and fire detection were found in various states of disrepair. these deficiencies indicate that the ship and/or company are not meeting the SMS requirements. An External Audit is Required.

Efficient guard rails or bulwarks shall be fitted to all exposed parts of the freeboard and superstructure decks. PSCO observed the top rails on the starboard side of the vessel at cargo bay 1 and 3 and the middle rail at cargo bay 2 are cracked, presenting a potential safety hazards to the crew.
