1199-Other Cargo- The inert gas system shall be capable of inerting, purging, and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen content. Vessel's IGG has failed multiple times to sustain a flame. The IGG is incapable of producing an inert gas, therefore not meeting the requirements of an inert gas system. SOLAS 74 (09) Ch. II-2 Reg. 4.5.5.3.1
