Vessel reported their speed log, which populates their ARPA, to be inoperable. 33 CFR 164.40 requires a device to indicate speed and distance for the ARPA. Vessel is directed to make repairs to the system and prove proper operation to the U.S. Coast Guard prior to the vessel's return to a U.S. port after sailing foreign.
