Means shall be provided whereby normal operation of propulsion machinery can be sustained or restored even though one of the essential auxiliaries becomes inoperative. Special consideration shall be given to the malfunctioning of: the fuel oil supply systems for engines, the sources of lubricating oil pressure, and an air compressor and receiver for starting or control purposes. After examination of engine room and discussion with Chief Engineer, PSCO determined that the main engine had faulty fuel injection system and start air systems. PSCO observed main engine out of service, undergoing repairs by vessel crew.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. It was reported that while being pulled off the dock by tug assist to make outbound transit of Corpus Christi inner harbor, the vessel's main diesel engine failed which prevented the vessel from making the outbound transit.
