MAIN AND AUXILLIARY MACHINERY ESSENTIAL FOR THE PROPULSION, CONTROL AND SAFETY OF THE SHIP SHALL BE PROVIDED WITH EFFECTIVE MEANS FOR ITS OPERATION AND CONTROL. PSCO RECEIVED A REPORT THAT AS CASPRIA EXPERIENCED A LOSS OF PROPULSION DUE TO A LEAKING 5/2 PNEUMATIC CONTROL VALVE WHICH CAUSED THE GOVERNOR COMMON ALARM TO SHUT DOWN THE ENGINE. Code 17abc

PSCO observed exposed rotating machinery presenting hazard to crew from accidental entanglement on all aux. generators.
