Vessel loss propulsion and electrical black out while transiting from dames point to Talleyrand as a result of loss of lube oil pressure to the reduction gear.

Vessel prohibiting powering the bow thruster via the shaft generator while transiting in maneuvering mode until a power management system analysis is completed and review/approved by USCG and Class.

PSCO's were notified and identified a failure in the propulsion system due to a burnt and seized clutch in the power take off unit. Main shaft and engine is unable to effectively provide propulsion. 74 SOLAS II-1/31.1

Ships shall be provided with arrangements, equipment and fittings of sufficient safe working load to enable the safe conduct of all mooring operations associated with the normal operations of the ship. Received a report from the vessel that there was a hydraulic leak from the forward arm of the Automatic Mooring System (AMS). The PSCO observed that the AMS hydraulic system is maintaining hydraulic pressure and the system is not able to be made into a safe condition for conducting maintenance and troubleshooting.
