74 SOLAS (20) II-2/4.5.3.3 The venting system shall be provided with devices to prevent the passage of flame into the cargo tanks. The design, testing and locating of these devices shall comply with the requirements established by the Administration based on the guidelines developed by the Organization.**** Ullage openings shall not be used for pressure equalization. They shall be provided with self-closing and tightly sealing covers. Flame arresters and screens are not permitted in these openings. PSCO observed perforations in flame screens for P/V valves for 1P, 1S, 2P, 2S, 3P, 3S, 4P, 5P, 5S, 6P, 6S, Slop P, and Slop S cargo tanks. 16ac
