The condition of the ship shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board the following cargo hatch domes were found to be freely passing cargo vapors through the gasket and found with prior cargo on deck: #2 starboard. Effect repairs prior to cargo operations.
