The quantity of foam concentrate available shall be sifficient to produce a volume of foam equal to at east 5 times the volume of the largest protected space enclosed by steel bulkheads. Vessel's foam analysis for the E/R stated the Expansion ratio was 9.8. However the test report stated the sample passed. Provide technician report or new foam analysis attesting to the qualty of the foam concentrate.

1135 - Cargo - Cargo tanks shall be fitted with a visual and audible alarm which indicates when the liquid level in the cargo tank approaches the normal full condition. The vessel's high level alarm is not operable. The vessel is restricted from conducting internal transfers or loading in US waters. - 74 SOLAS VII/10.1, IBC Code 15.9.6.- 40c.

Resolution: Sector LA-LB received a satisfactory class report stating that the high level alarm was fully operable. PSCO''s witnessed the high level alarm operating during the ACOC examination on 29AUG2015.
