Cargoes required to have closed gauging must have a high level alarm that gives an audible and visual alarm before the tank fills to 97% of its capacity and that can be seen and heard where cargo transfer is controlled and on the open deck. Vessel's high level audible and visual alarms on deck were inoperable but operated satisfactorily in the Cargo Control Room.
