Oil filtering equipment shall be provided with alarm regulations to indicate when the level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is stopped when the oil content of the effluent exceeds 15 ppm. MARPOL 73/78 Cons ED. 2022 Annex 1/REG 14.7 Upon operational test of the MEPC.107(49) OWS and Oil Content Meter (OCM) the crew did not open the discharge sample line to the OCM and therefore could not verify proper reading of oil content in discharge water. Furthermore, crew damaged the 2nd stage coalescer by over pressuring the system during testing. Crew was unfamiliar with proper testing and operating procedures of OWS and OCM. Upon review of last OWS/OCM operation in OCM log the last operation of OCM on 26OCT2024 indicated that the OCM did not detect any PPM reading suggesting that sample line was closed during discharge operation. OWS shall not be used until class verified proper operation.

The company should establish procedures, plans, and instructions, including checklists as appropriate, for key shipboard operations concerning…protection of environment. In accordance with Company ISM Policy EME 008, 3.10 the function testing and operation of OWS and OCM shall be kept in good working order. Crew did not properly test or operate system as per manufacturer’s instructions. Recommend an ISM audit from Class focused on environmental policy within 90 days. 74 SOLAS (am) IX/3.1 ISM Code Part A 7
