Electrical installations shall be such that the safety of crew and ship from electrical hazards will be ensured. PSCO found improperly wired boiler fuel oil burner motor switch, 10+ improperly supported cables using electrical tape, missing blanks on 10+ terminal boxes. broken distribution panel cover on main engine, improper breaker for #2 fuel oil supply pump on main distribution panel in ECR.
Condition: Improper/Lack of Maintenance
Action required: 40 - Rectify deficiencies prior to next US port after sailing foreign

Resolution: Vessel provided proof via email of replaced and repaired deficient electrical equipment.

In every tanker of 10,000 gross tonnage and upwards, the main steering gear shall comprise two or more identical power units. PSCO found both steering pump motors were not identical. #1 steering pump did not meet the requirement of Ch II-1/29.3.2. 74 SOLAS (2014) II-1 Reg 15 / 16a

Resolution: Vessel provided proof via email of of replacement no.1 steering pump, identical to no.2 pump, and satisfactory steering test of no.1 pump.

Cargo ships where the horizontal distance from the extreme end of the stem or stern of the ship to the nearest end of the closest survival craft is more than 100m shall carry in addition to the liferafts required by paragraphs 1.1.2 and 1.2.2, a liferaft stowed as far forward or aft, or one as far forward and another as far aft, as is reasonable and practicable. PSCO observed forward liferaft embarkation light is a portable light that does not meet Ch. III Unified Interpretation 7, MSC.1/Circ.1490. Light is not capable of being recharged from ships main and emergency source of electrical power and does not adequately illuminate the area of water into which the liferaft should be launched. 74SOLAS(20)III/31.1.4
