For ships constructed on or after 1 October 1994, the emergency generator shall be equipped with a second source of energy for an additional 3 starts within 30 minutes unless manual starting can be demonstrated to be effective. The vessel reported that during periodic checks, the secondary (hydraulic) starting system for the emergency generator was found to be incapable of starting the generator and thus inoperable.
