Vessel's #3 starboard cargo tank 98% overfill alarm is not working. Prove proper operation of #3 starboard 98% alarm prior to loading cargo that requires overfill in that tank. 33CFR155.480(b)(1)

A chemical tanker shall comply iwth the requirements of the International Bulk Chemical Code. Samples which have to be kept on board shall be stowed in a designated space situated in the cargo area or, exceptionally, elsewhere, subject to the approval of the administration. PSCO observed sample locker for stowing other flammable liquids, including paint, unrelated to cargo samples. 74SOLAS(2020) VII/10.1 IBC Code 16.5.1
