Piping shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to minimize any danger to persons on board, due regard being paid to other hazards. PSCO oserved two exhaust leaks from the exhaust pipe within the main engine compartment. PSCO also observed that the fresh water pump was leaking approximately 2 cubic meters of water per day into the bilge tank.

Ballast water reporting requirements exist for each vessel bound for ports or places of the United States. All required information is to be sent to the Ballast Water Information Clearinghouse (NBIC). The vessel did not submit NBIC report within 6 hours of arrival. (33 CFR 151.2401 10c)
