PSCO observed during operational test of steering system that emergency steering pump #2 continually locking preventing port movements. PSCO observed sat operation of MEG steering pump#2 under local control. 74 SOLAS (14) II-1/29.8.3 60a

9900-Other (not clearly hazardous)- The master, owner, operator, agent, or person in charge of any vessel equipped with ballast water tanks that operates in the waters of the united states must maintain a ballast water management plan that has been developed specifically for the vessel to train the person in charge on the removal of fouling organisms from vessel’s hull. PSCO observed a band of algae growth around hull, and barnacles on stern of vessel. Vessel shall remove hull growth prior to returning to the waters of the United States. Provide corrective action plan from company with concurrence from administration. 33CFR156.2050(f) 40b

Resolution: Attended vessel for PSC B exam. Vessel was last in dry dock on 1/30/21. No visible signs of marine growth on hull.

0735-Personal Equipment Firefighting-Before ship leaves port all life saving appliances shall be in working order. PSCE observed low air alarms sounded on both fire-fighters SCBAs about 90 seconds after entering space. To additional SCBAs were brought by crew, it was also noted that they were not functioning as designed and were leaking air through various fittings-74 SOLAS(09)III/20.2 -10c

PSCO observed unmaintained fuel oil leaks with oil soaked rage in each of the containment systems on 1 - 3 ship service diesel generators. In addition, a fluid leak was noted by one of the strainer. -74 SOLAS (09) II-2/4.2.2.2 - 10c
