PSCO observed crew following shipboard generated procedures for testing IGG flame failure by disconnecting and removing both flame sensors from the main burner which is not consistent with manufacturer's ops manual instructions. Each vessel vapor connection flange face must have a permanet stud projecting outward located at the top of the glange face. PSCO observed permanent stud located at the ten o'clock position rather than at the top of the flange face. Prior to loading of any cargo that required use of BCS, vessel must rectify deficiency. 46CFR39.3001(j)
