The condition of the vessel and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. PSCO's observed major jacket water leak on the main diesel engine at the #3 and #5 cylinders. Jacket Water leak renders the engine cooling system inoperable creating an unsafe condition for vessel movement within the port of Houston. Class report is required to clear dificient items. 74SOLAS(14)I/11

Resolution: PSC received Class Survey stating: The crew replaced the cooling jackets and O-rings of cylinders #3 and #5 with spares on board. The jacket cooling water pump was started and it was verified that no more leakages observed.

Resolution: Ship electrician built a UV flame detector testing tool using a spare UV lamp from the ship UV sterilizer. Random flame detectors were satisfactorily tested by class and testing equipment was deemed adequate.
