PSCO's observed major jacket water leak on the main diesel engine at the #3 and #5 cylinders. Jacket Water leak renders the engine cooling system inoperable creating an unsafe condition for vessel movement within the port of Houston. Class report is required to clear dificient items.

Resolution: PSC received Class Survey stating: The crew replaced the cooling jackets and O-rings of cylinders #3 and #5 with spares on board. The jacket cooling water pump was started and it was verified that no more leakages observed.
