Vessel with voyage time less than 96 hours must submit a NOA before departure but at least 24 hours before arriving at port. Vessel submitted a notice of arrival at approximately 1553 on November 30th, 2022 from Savannah, Georgia and was found moored at Port of Miami, FL on December 1st, 2022 at 0948.

EVERY SHIP OTHER THAN AN OIL TANKER OF 400 GROSS TONNAGE AND ABOVE SHALL CARRY ON BOARD A SHIPBOARD OIL POLLUTION EMERGENCY PLAN APPROVED BY THE ADMIN. THE VESSEL REPORTED AN OIL SPILL WHILE CONDUCTING BUNKERING OPERATIONS. THE CREW DEPLOYED CONTENTS FROM THE SOPEP STORAGE AND MUST REPLENISH THE EQUIPMENT. IT SHALL BE NOTED THE VESSEL SELF REPORTED THE SPILL AND THE LACK OF THE EQUIPMENT AFTER DEPLOYING THE EQUIPMENT.

In addition to meeting the requirements of regulation 7, every ship engaged on voyages beyond sea areas A1 and A2, but remaining in sea area A3, shall, if it does not comply with the requirements of paragraph 2, be provided with an MF radio installation capable of transmitting and receiving, for distress and safety purposes, on the frequencies. PSCOs were notified that the power amplifier which delivers power to the MF/HF radio is not fully operational. 74 SOLAS (09) CH IV/ Reg 10.1.2
