"THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ONBOARD." SECTOR MOBILE RECIEVED REPORT FROM SHIP THAT THE MAIN ENGINE HAD A SEVERE JACKET WATER LEAK CAUSING A SLOW DOWN DUE TO A CRACKED CYLINDER HEAD.

The condition of the ship and its equipment shall be maintained to confirm with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Sec Mobile was notified the vessel lost all electrical power and propulsion while in the Mobile ship channel which resulted in the vessel becoming grounded.
