Engine starting systems and starting aids shall start the engine at an ambient temperature of -15 C withing 02 min of commencing the start procedure. STBD lifeboat unable to start after multiple tries in automatic and manually over 30 minutes in 31 F (1 C) temperature. Electrician charged battery and replaced starter however lifeboat remained inoperable.

Two guardrails located on port side bays 36 and 58 foudn to have rusted and broken welds. one safety ladder located port side bay 54 foudn to have broken weld rendering ladder unsafe for use.
