Efficient guard rails or bulwarks shall be fitted on all exposed parts of the freeboard and superstructure decks. The height of the bulwarks or guard rails shall be at least 1 metre (39 1/2 inches) from the deck....the opening below the lowest course of the guard rails shall not exceed 230mm (9 inches). PSCO observed temporary top chain on the port side life raft embarkation station to be weathered and not connected; and temporary bottom chain on starboard side life embarkation station to be weathered and not connected.
