0615-The rescue boat was not able to be launched "in shortest possible time" as required due to corrosion of ratchets on securing straps as it took approx 20 minutes to raise rescue boat from cradle. In addition, during operational testing, water was found leaking from seam in hull joining upper & lower sections, located approx. 2-3 in outboard of stem on stbd side. 74SOLAS(14)III/17.1 (17ac)
