NO ELECTRICAL EQUIPMENT SHALL BE INSTALLED IN ANY SPACE WHERE FLAMMABLE MIXTURES ARE LIABLE TO COLLECT INCLUDING THOSE ON BOARD TANKERS OR IN COMPARTMENTS ASSSIGNED PRINCIPALLY TO ACCUMULATE BATTERIES, IN PAINTLOCKERS, ACETYLENE STORES OR SIMILAR SPACES, UNLESS THE ADMINISTRATION IS SATISFIED THAT SUCH EQUIPMENT IS APPROPRIATELY CERTIFIED FOR SAFE USAGE IN THE DUSTS, VAPORS OR GASES LIKELY TO BE ENCOUNTERED. PSCO OBSERVED 19 CRACKED EXPLOSION PROOF LIGHTS IN THE CARGO PUMP ROOM AND 02 CRACKED EXPLOSION PROOF LIGHTS IN THE PORT DECK STORE. VESSEL CANNOT CONDUCT CARGO DISCHARGE OPERATIONS UNTIL DEFICIENCES ARE RECTIFIED. 74SOLAS(04)11-1/45.10.4

Resolution: Vessel sent an ABS Class Tech Report stating that all 21 cracked explosion-proof lights were replaced.
PSCO observed that the effluent exiting the JOWA Seaguard OCM was flowing at an extremely slow rate (approximately 1 tablespoon per minute). MARPOL Annex I/14.7 MEPC 107(49)

Resolved 4 June 2019
Resolution: The vessel's crew adjusted the OCMs installed solenoid to produce a sample consistent with the requirements stated in the JOWA safeguards manual.
