Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel had a leak on the outboard side of the starboard engine. Repair to the satisfaction of the attending Marine Inspector.

Pressure vessels over 5 cubic feet in volume and over 15 pounds per square inch maximum allowable working pressure (MAWP) must be equipped with an one or more spring-loaded relief valves. The total relieving capacity of such relief valves must prevent pressure from exceeding the MAWP, as established by the manufacturer, by more than 10 percent. Vessel had no proof of relief valve being tested at set PSI. Replace relief valve to the satisfaction of attending Marine Inspector.

Closure devices must be provided for deckhouse or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. These devices must be suitable for the expected route. Vent covers for engine room intake fans were smaller diameter than opening and lacked adequate protection from rain and seawater ingress. Stbd search light on pilot house has wasted frame and allows water ingress into operating station. Replace to the satisfaction of the USCG Marine Inspector. 46 CFR 144.320(b)

High bilge level alarms must be provided. Bilge high level alarm INOP. Float for high level switch is on order. Prove proper operation of high level bilge alarm. Vessel is to make hourly rounds of engine room until proper operation of bilge high level alarm is proven.
