OIL WAS TRAVELING THROUGH THE WIREING'S JACKETING AND INTO THE ELECTRICAL BOX. RESULTING IN A 1 INCH PUDDLE OF OIL IN THE ELECTRICAL BOX. PRESENTING A SIGNIFICANT FIRE HAZARD AND DEMONSTRATING THAT THE INTEGRITY OF WIRE CONNECTIONS IS COMPROMISED. ALL FOUR WIRE CONNECTION POINTS ON BOTH STEERING PUMPS HAD HYDRAULIC OIL IN THE AREA WHERE WIRE INTO SOLENOIDS.

DURING TEST OF QUICK-CLOSING VALVES ON HFO TANK, CREW WAS UNABLE TO SHUT VALVES FROM A REMOTE LOCATION. POST TEST FAILURE, PSCO WITNESSED CREW ATTEMPT TO REFILL THE EMPTY SYSTEM WITH NEW HYDRAULIC OIL AND RETEST TO NO AVAIL. SOME TIME LATER, CREW TOLD PSCO THAT SYSTEM HAD A LEAK, AS COMFIRMED THROUGH WITNESS OF EMPTY SIGHT GAGUE.

Currently, the vessel does not have protection against flooding as required in Regulation 48 being that both bilge alarms are inoperable. Similarly, the alarm system required by Regulation 51 does not activate the engineer's alarm system and it is faulty. SOLAS 2004 Chapter II-1 Regulation 46.1.
