The purpose of this regulation is to provide means of escape so that persons onboard can safely and swiftly escape to the lifeboat and liferaft embarkation deck. For this purpose, the following functional requirements shall be met: Safe escape routes shall be provided. PSCO observed multiple large piping and materials for BWTS maintenance, stored within the bottom level of the aft starboard engine room impeding means of escape. 74 SOLAS (2014) II-2 13.1.1

The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed oil within fuel oil drain tank within No.2 HFO purifier space. 74 SOLAS (2014) II-2 4.1.1

Resolution: Vessel cleaned excessive oil to the satisfaction of the PSCO.
