The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted. MI found three portable fire extinguishers were in the red on the gauge and failed several visual conditions that would deem them not serviceable. Replace extinguishers to the satisfaction of the attending marine inspector. 46 CFR 176.810(b)(1)

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. MI found vessel life ring buoy grab line deteriorated and not serviceable. Repair or replace IAW 46 CFR 180.70(b)(1) to the satisfaction of the attending marine inspector. 46 CFR 176.808(b)

The owner, charterer, master or managing operator shall instruct each crew member, at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required. MI found vessel unable to provide documentation of drills or training conducted within the 3-month period. Perform crew training and enter in ships log to the satisfaction of the attending marine inspector. 46 CFR 185.420(a)

Electrical equipment on a vessel must be installed and maintained to provide services necessary for safety under normal and emergency conditions. MI found battery terminals and a pressure type wire connection was damaged in the battery compartment to be corroded. Service and maintain battery connections from corrosion and renew wire connector in battery space to the satisfaction of the attending marine inspector. 46 CFR 183.200(a)

Except as otherwise provided in this section every vessel must be fitted with a suitable magnetic compass designed for marine use, to be mounted at the primary operating station. (c) Except on a vessel limited to daytime operations, the compass must be illuminated. MI found no magnetic compass onboard vessel. Install a compass per the above regulation to the satisfaction of the attending marine inspector. 46 CFR 184.402

A vessel must comply with the applicable design, equipment, personnel, procedures, and record requirements of 33 CFR part 33... A ship must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place that prohibits the discharge of oil. MI found no Oil Discharge Placard onboard. Install placard to the satisfaction of the attending marine inspector. 46 CFR 184.702 46 CFR 155.450

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel. Vessel's alcohol testing strips were expired. Acquire new testing strips. 46 CFR 4.06-15 (a)

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The flame screens or flame arresters must be of such size and design as to prevent reduction in the net cross sectional area of the vent pipe and permit cleaning or renewal of the flame screens or arrester elements. Flame screen 30 x 30 mesh element missing. Replace flame screen. 46 CFR 182.450(e)

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Alcohol test strips expired. Replace alcohol test strips. 46 CFR 185.212

A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: Discharge of Oil Prohibited The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. Vessel does not have a pollution placard required. Provide pollution placard. 33 CFR 155.450

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Fire buckets not present on vessel. Fire buckets were purchased and provided for vessel. 46 CFR 181.610

Each vessel must be equipment with at least two operable portable battery lights. Vessels second portable battery light inoperable. 46 CR 183.430

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who occupy a position or perform the duties and functions of a position, required by the vessel's COI. Marine employers may form or otherwise use sponsoring organizations, or may use contractors to conduct the random chemical testing programs. DAPI rep unable to provide letter from consortium stating the reports had been filed. Provide letter or evidence that reports have been filed. 46 CFR 16.500

A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. Vessels mooring bit on aft port corner damaged. Mooring line replaced on scene. 46 CR 184.300

Machinery, equipment, materials, and arrangements may be inspected in accordance with standards acceptable to the cognizant OCMIS as good marine practice. The fuel line going to the outboard engine has a gash in the outer layer of the line. Replace appropriate section of fuel line.

Ring lifebuoys must be readily accessible, stowed in a way that it can be rapidly cast loose, and not be permanently secured in any way. Vessel's ring lifebuoy was permanently secured to stanchion on the stbd side. Provide proper configuration of ring lifebuoy.

A tag issued by a qualified servicing organization attached to a portable fire extinguisher may be accepted as evidence that the necessary maintenance procedures have been conducted. Vessel's portable 10B:C fire extinguisher was outside the servicing window. Provide portable fire extinguisher that has been serviced and inspected as specified by the regulations.

A vessel not required to have a power driven fire pump must have at least three 2 1/2 gallon buckets attached with a lanyard with the words fire bucket stenciled on the side. Vessel did not have three fire buckets. Provide proper number of fire buckets on board.

At each initial and subsequent certification the owner or managing operator shall be prepared to make available for inspection all items in the ship's outfit, such as ground tackle, and equipment as necessary to determine that they are fit for the service intended. Vessel's stern mooring cleat on the stbd side was fracture and broken in half. Repair/replace cleat to function as designed.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules , except that a vessel of more than 65 feet in length must also have navigation lights that meet UL 1104, "Standards for Marine Navigation Lights,' or other standard specified by the Commandant; Vessels navigation lights are not operable. Repair navigation lights.
