Rescue boats shall be stowed in a state of continuous readiness for launching in not more than 5 minutes. Crew failed to launch rescue boat within required time. Drill took 7 minutes and 5 seconds and multiple pieces of equipment were missing at time of launching. 16AC 74 SOLAS (20) III Reg 14.1
