04102 - Emergency Systems - The total suction head and the net positive suction head of the pump shall be determined having due regard to the requirements of the Convention and this chapter on the pump capacity and on the hydrant pressure under all conditions of list, trim, roll and pitch likely to be encountered in service. PSCO observed emergency fire pump is inoperable in current condition (Ballast Condition). Furthermore, vessel placard posted at emergency fire pump indicates vessel must be at or above 8 meters draft for operation of emergency fire pump. In full ballast condition vessel will only obtain 6.8 meters draft. FSS Code 12.2.2.1.3 60a

Resolution: Received, reviewed and accepted class report/proper documentation from NKK stating the deficiency was rectified. The cause for the faulty emergency fir pump was a dirty vacuum pump which rendered the emergency fire pump in-op.

After reviewing section 1, part 9.1 of the ships safety management system it is required for the matter to report any hazardous conditions to the company. PSCO believes deficiency creates a hazardous condition and met the requirement to report IAW vessels safety management system.
