Every ship of 100 gross tonnage and above, and every ship which is certified to carry 15 or more persons, shall carry a garbage manegement plan which the crew shall follow. PSCO observed loose garbage bags stacked to the ceiling of a compartment on deck. These bags were not stored in proper receptacles according to the garbage management plan.

As per Captain of vessel, the system was not operational for approx. one month. Vessel is prohibited from discharging ballast water in US waters (San Francisco Bay) until approval has been granted by Coast Guard.

Resolution: Recieved, reviewed, and accepted class report from NKK stating the deficiency was rectified. BWTS has been repaired obaord by enginering staff and tested in the presence of NKK attending surveyor.
Hydraulic power operated steering gear shall be provided w/ following: A low level alarm for each hydraulic reservoir. Audible and visual alarms shall be given on the navigation bridge. PSCO observed that the low level hydraulic fluid reservoir alarm is not operational on the navigation bridge. Misc alarm is only indicated on the unmanned engine alarm pannel.
