The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the water of the United States must employ one of the authorized ballast water management methods listed in 33 CFR 151.2025(a). Vessel's ballast water management system is inoperable. Vessel has been granted an extraordinary circumstance to employ the ballast water management method listed in 33 CFR 151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP Zone.
