The Master, owner, operator, agent or person in charge of a vessel must submit a ballast water report to the National Ballast Information Clearinghouse by electronic ballast water report format using methods specified at NBIC's website. The vessel submitted ballast water reports for Cleveland,Detroit, Chicago and Duluth to the incorrect address.
