A chemical tanker shall comply with the requirements of the International Bulk Chemical Code and shall, in addition to the requirements of regulation I/8, I/9, and I/10, as applicable, be surveyed and certified as provided for in that Code. Controlled tank venting systems shall consist of a primary and a secondary means of allowing full flow relief of vapour to prevent over-pressure or under-pressure in the event of failure of one means. Alternatively, the secondary means may consist of pressure sensors fitted in each tank with a monitoring system in the ship's cargo control room or position from which cargo operations. PSCO observed that #2 stbd holding tank pressure sensor in the cargo control room is faulty. Must be repair prior to conducting any cargo operations were pressure sensors are required as a second form of protection for that cargo. (SOLAS VII/10.1 & IBC 8.3.3)

A chemical tanker shall comply with the requirements of the International Bulk Chemical Code and shall, in addition to the requirements of regulation I/8, I/9, and I/10, as applicable, be surveyed and certified as provided for in that Code. Controlled tank venting systems fitted to tanks to be used for cargoes having a flashpoint not exceeding 60°C (closed-cup test) shall be provided with devices to prevent the passage of flame into the cargo tanks. The design, testing and locating of the devices shall comply with the requirements of the Administration, which shall contain at least the standards adopted by the Organization. PSCO observed that the flame screen for the P/V Breaker is damaged and unable to prevent flame access to the inert gas line. Must be repair prior to conducting any cargo operations for flammable cargo. (SOLAS VII/10.1 & IBC 8.3.6)
