The owner and managing operator must ensure that the towing vessel is in compliance with this sub chapter and other applicable laws and regulations at all times. Vessel reported a on-board fire in the engine room possibly at the hydraulic tank to SECNOLA. Vessel shall provide damage survey report and salvage, dead ship movement, and transit plan to the satisfaction of the CG prior to movements. 46CFR137.120(a) 60c.

Each towing vessel must have a fire-detection system installed to detect engine room fires.The fire detection panel was inop and did not have a PE letter. Repair or replace panel and ensure it receives a proper letter IAW regs.

Piping and machinery components that exceed 220 °C (428 °F), including fittings, flanges, valves, exhaust manifolds, and turbochargers, must be insulated. Measures must be in place to prevent flammable or combustible liquid piping leaks from coming into contact with these components. Both generator prime movers were missing insulation on exhaust manifolds. Install to protect from possible Machinery space fire.

The Hailing port was not marked on the stern of the vessel. Permanently mark the hailing port at next drydock.
