Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. The rescue boat engine was not able to be started for the operational test of engine.

The Master, Owner, Operator, Agent, or Person In Charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must follow these practices: Remove fouling organisms from the vessel's hull, piping, and tanks on a regular basis and dispose of any removed substances in accordance with local, State, and Federal regulations.
Vessel's hull has noticeable growth rendering anti-fouling coat insufficient.
