Every company should develop, implement and maintain a safety management system, which includes the following functional requirements: a safety and environmental protection policy. During routine ship to shore cargo transfer the vessel experienced rain and subsequently discharged approximately 7 gallons of oily water over the top of their deck cofferdam/containment system into the sea. Vessel did not properly implement their SMS which requires vessel to, "when it is necessary to discharge accumulated water on the deck, to continuously monitor during the discharge process and take anti-pollution measures before discharge." 74SOLAS(2020) IX/3.1, ISM Code 1.4.1 10(c ).
