Discharge of all garbarge into the sea is prohibited, except as provided otherwise in regulations 4, 5, 6 and 7 of Annex V and section 5.2 of part II-A of the polar code as defined in regulation 13.1 of Annex V. Regulation 6 states "Discharge of the following garbage into the sea within special areas shall only be permitted while the ship is en route and as follows: Food waste shall be comminuted or ground and shall be capable of passing through a screen with openings no greater than 25mm." PSCO identified vessel's garbage record book indictates (04) Category B food wastes discharged into the wider caribbean region special area and were not comminuted or ground. Provide corrective action plan from company with concurrence from the administration. MARPOL (2017) Annex V/ 3.1
