OIL FUEL PIPES, WHICH IF DAMAGED, WOULD ALLOW OIL FROM A SERVICE TANK WITH A CAPACITY OF 500L OR MORE SHALL BE FITTED WITH A VALVE DIRECTLY ON THE TANK CAPABLE OF BEING CLOSED FROM A SAFE POSITION OUTSIDE THE SPACE. PSCO'S OBSERVED THAT THE QUICK CLOSING VALVE FAILED TO CLOSE THREE TIMES, AND WORKED ON THE FOURTH ATTEMPT.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations. The braided line attached to the handle of the quick closing valve mechanism parted due to wastage in way of the emergency generator compartment. The vessel is not equipped with alternate means of securing the diesel fuel tank from outside the space. 74 SOLAS (20) I/11
