Main and auxilary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operational and control. Vessel reported that the governor on the main propulsion engine malfunctioned. COTP has required the vessel to have a technician assess and repair the broken governor and provide a technical report to the Coast Guard. In addition class must attend in person to witness a statifactory operational test to clear the deficiency.
