1.A conformance test report should be issued by the Administration or ASP who conducted the test acting on behalf of the Administration. The conformance test report should be considered no longer remaining valid if there is a change in the shipboard equipment used to transmit LRIT information. PSCO observed a new GMDSS installation with newly installed LRIT system without a conformance test report.

2. The initial survey shall include a complete inspection of the shipboard navigational equipment, and other equipment to which Chapter V applies to ensure that they comply with the requirements of the present regulations, are in satisfactory condition, and are fit for the service for which the ship is intended. PSCO noted the vessel was surveyed with an operational LRIT on the Cargo Ship Safety Equipment Certificate. PSCO observed vessel fitted with LRIT equipment in a condition unable to verify operation.
